Summer is in full swing, but the Council is keeping busy this month with a packed legislative agenda. 

Next week, the Council’s Planning, Housing and Parks (PHP) Committee will take up the Job Creation Project zoning measure (ZTA 26-05) that I introduced, which would provide expedited approvals for “Job Creation Projects” that are in strategic industries or generate at least 200 jobs for Montgomery County. This measure aims to attract employers in strategic industries, spur job creation for residents and boost economic development. The work session is on Monday, July 13 at 1:30 p.m. Business and chamber leaders across the County have shared their support for this zoning update.

Another critical topic on the agenda this summer: data centers. Back in June, County Executive Elrich announced a six-month moratorium on data center development in Montgomery County. I welcome that decision as it allows the Council, stakeholders, and the public the time to work through a zoning measure (ZTA 26-01) put forward by Council Vice President Marilyn Balcombe, Councilmember Laurie-Anne Sayles and I that establishes clear limitations and environmentally-driven rules on data center development. Currently, there are no specific rules for data centers and they are allowed in every zone in the County.

ZTA 26-01 limits data centers to industrial zones under conditional‑use review, with strong standards around noise, environmental protections, and community safeguards. After the public hearing, we committed to strengthen the proposal even further with requirements for 100% clean energy, non‑potable cooling systems, and retroactive applicability for any project, among other measures that will be addressed in worksessions. The Planning Housing and Parks (PHP) Committee worksession will begin working through these details on Wednesday, July 22 at 1:30 p.m.

As I committed earlier this year, the Council will be discussing the future of trash disposal in Montgomery County; we will hold a briefing on Tuesday, July 28 looking at our options. Earlier this summer, I sent a letter to County Executive Elrich outlining four viable waste strategies to consider as we assess next steps, including the continued use of the Resource Recovery Facility or long hauling our trash into another community. The letter further requested that the executive branch provide the Council with detailed and neutral data and analysis of the different waste disposal option, which, heretofore, neither the Council nor the public has received. This briefing will kick off a series of fall worksessions where the Council will review the County Executive’s recommendations and alternatives to this once in a generation decision. Public input is essential as we take a thoughtful and informed approach to evaluating all long-term waste disposal options.

Montgomery County Launches ICE Reporting Portal

Yesterday, I joined County Executive Elrich to announce a new Immigration and Customs Enforcement (ICE) reporting portal, which will allow community members to report ICE activity in Montgomery County. Specifically, community members can report incidents where ICE officers are wearing face coverings or operating on County property. This data will be collected and analyzed to help constrain ICE activity and prevent ICE from staging on County property. This is an important moment in our ongoing effort to protect Montgomery County residents from ICE lawlessness and overreach. The ICE reporting portal came directly from legislation that the Council enacted earlier this year. Thank you to Councilmember Sidney Katz for authoring the amendment that made this critical resource for our residents a reality.

Red Line Metro Closures This Summer

Metro is undergoing major construction on the Red Line impacting service beginning this week through Sept. 6. During this period, trains will not operate between North Bethesda and Friendship Heights. Trains will operate in two segments: between Shady Grove and North Bethesda; and between Friendship Heights and Glenmont.

Free parking will be available at the North Bethesda and Grosvenor-Strathmore stations. Free shuttle buses will replace trains at the Grosvenor-Strathmore, Medical Center and Bethesda Metro stations. Alternative transportation options and additional information can be found on the WMATA webpage or by calling or texting 202-GO-METRO (202-466-3876).

Plus: MCDOT is now offering the Ride On Glenmont Express Shuttle, connecting Upcounty riders to the Red Line Metro stations on the east arm of the Red Line.

The Glenmont Express Shuttle will provide direct service between Milestone Park-and-Ride, Shady Grove Metro Station and Glenmont Metro Station. The shuttle will operate every 40 minutes between 6-9 a.m. and 3-7 p.m. on weekdays. View the Glenmont Express Shuttle schedule.

Mark your calendars: Tuesday, Aug. 4 is National Night Out! The annual event promotes community trust with local law enforcement and is a great opportunity to get to know the police officers and first responders serving your community. Montgomery County Celebrates NIST's 125 Years of Innovation

While we are all looking forward to Montgomery County’s 250th anniversary, the National Institute of Standards and Technology (NIST), headquartered in Gaithersburg, is also celebrating 125 years of driving innovation. I recently had the opportunity to visit NIST to learn more about how they’re advancing technology to solve national and global challenges. As part of the 125th anniversary, NIST is hosting a series of events that explore how NIST has shaped science, industry and everyday life. Events include a monthly opportunity to visit one of NIST’s unique laboratories. Learn more and register for an upcoming event.

Visit Downtown Wheaton: Free Parking on Weekends and After 6 p.m.

Parking is now free on weekends and after 6 p.m. on weekdays in Montgomery County-operated parking garages, lots and meters in Downtown Wheaton! These changes were approved as part of the Council’s FY27 budget process, following community feedback on the Wheaton Urban District. Updates to parking rates and hours can be viewed on the County’s webpage.

Spanish Version: Próximamente en el Concejo del Condado

El verano está aquí, pero el Concejo se mantiene ocupado este mes con una apretada agenda legislativa. 

La próxima semana, el Comité de Planificación, Vivienda y Parques del Concejo, conocido en inglés como Planning, Housing and Parks Committee (PHP por sus siglas en inglés) tomará la medida de zonificación para el proyecto de creación de empleo, conocido en inglés como Job Creation Project (ZTA 26-05) la cual yo presente. Esta medida permitirá agilizar la aprobación de “proyectos de creación de empleo” pertenecientes a sectores estratégicos o que generen al menos 200 empleos en el Condado de Montgomery. El objetivo de esta iniciativa es atraer a empleadores de sectores estratégicos, fomentar la creación de puestos de trabajo para los residentes e impulsar el desarrollo económico. La sesión de trabajo está programada para el lunes, 13 de julio a la 1:30 p.m. Líderes empresariales y representantes de cámaras de comercio de todo el Condado han expresado su apoyo a esta actualización de la normativa de zonificación.

Otro tema crucial en la agenda este verano: los centros de datos. El pasado mes de junio, el Ejecutivo del Condado Marc Elrich anunció una moratoria de seis meses sobre el desarrollo de centros de datos en el Condado de Montgomery. Celebro esta decisión, ya que otorga al Concejo, a las partes interesadas y al público en general, el tiempo necesario para analizar la medida de zonificación (ZTA 26-01) presentadas por la vicepresidenta del Concejo Marilyn Balcombe, la Concejal Laurie-Anne Sayles y yo, la cual establece limitaciones claras y normas de carácter ambiental para el desarrollo de los centros de datos. Actualmente, no existen normas específicas para los centros de datos y su construcción está permitida en todas las zonas del Condado.

La medida ZTA 26-01 limita la ubicación de los centros de datos a las zonas industriales, sujetos a una revisión de uso condicional, e impone normas restrictivas en materia de ruido, protección del medio ambiente y para la comunidad. Luego de la audiencia pública, nos comprometimos a reforzar aún más la propuesta incluyendo requisitos como el uso de energía 100% limpia, sistemas de refrigeración que no usen agua potable y la aplicación retroactiva de la norma a cualquier proyecto, entre otras medidas que se tomarán en cuenta durante las sesiones de trabajo. La sesión de trabajo del Comité de Planificación, Vivienda y Parques (PHP por sus siglas en inglés) comenzará a analizar los detalles el miércoles, 22 de julio a la 1:30 p.m.

Tal como me comprometí a principios de este año, el Concejo debatió sobre el futuro del desecho de la basura en el Condado de Montgomery; el martes, 28 de julio, realizaremos una sesión informativa para analizar las opciones disponibles. A principios de este verano, envíe una carta al Ejecutivo del Condado Marc Elrich presentando cuatro estrategias viables sobre el manejo de residuos para considerar al evaluar los próximos pasos a seguir, entre ellas seguir utilizando las instalaciones del centro conocido en inglés como Resource Recovery Facility o transportar nuestra basura hacia otra comunidad. De la misma manera, la carta solicitaba que la rama ejecutiva proporcionará al Concejo datos y análisis detallados e imparciales sobre las distintas opciones sobre el desecho de la basura; información que hasta la fecha ni el Concejo ni el público han recibido.

Esta sesión informativa dará inicio a una serie de reuniones de trabajo durante el otoño, en las que el Concejo examinará las recomendaciones del Ejecutivo del Condado y las alternativas para esta decisión, que ocurre una vez por generación. La participación del público es fundamental para adoptar un enfoque reflexivo e informado al evaluar todas las opciones de eliminación de basuras a largo plazo.

El Condado de Montgomery Lanza un Portal de Notificaciones sobre ICE

Ayer, me uní al Ejecutivo del Condado Marc Elrich para anunciar un nuevo portal de notificaciones sobre el Servicio de Inmigracion y Control de Aduanas, conocido en inglés como Immigration and Customs Enforcement (ICE por sus siglas en inglés), el cual permitirá a los miembros de la comunidad reportar las actividades de dicha agencia en el Condado de Montgomery. Específicamente, los residentes podrán informar sobre incidentes en que los agentes de ICE lleven el rostro cubierto o realicen operaciones en propiedades del Condado.  Estos datos se recopilarán y analizarán para ayudar a limitar la actividad de ICE y evitar que la agencia utilice propiedades del Condado como su base de operaciones. Este es un momento importante en nuestros esfuerzos continuos para proteger a los residentes del Condado de Montgomery de los comportamientos arbitrarios y los abusos de autoridad hechos por ICE. La creación de este portal de notificación surgió directamente de la legislación aprobada por el Concejo a principios de este año. Agradezco al Concejal Sidney Katz por redactar la enmienda que hizo realidad este recurso fundamental para nuestros residentes.

Cierres de la Línea Roja del Metro este Verano

Metro está llevando a cabo importantes obras en la Línea Roja que afectará al servicio de Metro desde esta semana hasta el 6 de septiembre. Durante este periodo, los trenes no circulan entre las estaciones de North Bethesda y Friendship Heights. Los trenes operarán en dos tramos: entre Shady Grove y North Bethesda; y entre Friendship Heights y Glenmont.

Habrá estacionamiento gratuito disponible en las estaciones de North Bethesda y Grosvenor-Strathmore. Viajes gratis en autobuses reemplazarán los trenes en las estaciones de Metro de Grosvenor-Strathmore, Medical Center y Bethesda. Usted puede encontrar opciones de transporte alternativas e información adicional en la página de internet de WMATA o llamando o enviando un mensaje de texto a 202-GO-METRO (202-466-3876).

Además, el MCDOT ofrece ahora un servicio de transporte de Ride On, conocido en inglés como Ride On Glenmont Express Shuttle, el cual conecta a los usuarios del norte del Condado con las estaciones del tramo este de la Línea Roja del Metro.

El Condado de Montgomery Celebra los 125 Años de Innovación del NIST

Mientras todos esperamos con ilusión el aniversario 250 del Condado de Montgomery, el instituto Nacional de Estándares y Tecnología, conocido en inglés como the National Institute of Standards and Technology (NIST por sus siglas en inglés), con sede en Gaithersburg, también celebra 125 años impulsando la innovación. Recientemente tuve la oportunidad de visitar el NIST para conocer mejor cómo están haciendo avanzar la tecnología para resolver desafíos nacionales y mundiales. Como parte de su aniversario número 125, el NIST organiza una serie de eventos que exploran cómo la institución ha influido en la ciencia, la industria y la vida cotidiana. Visite el Centro de Wheaton: Parqueo Gratuito los Fines de Semana y Después de las 6 p.m.

Ahora el estacionamiento de los garajes y parquímetros administrados por el Condado de Montgomery en el Centro de Wheaton es gratuito los fines de semana y a partir de las 6 p.m. los días laborales! Estos cambios se aprobaron como parte del proceso presupuestario del Concejo para el año fiscal 2027, tras recibir comentarios de la comunidad sobre el Distrito Urbano de Wheaton.
